The Youth of Excellence Scheme of China (YES China Program) is a flagship initiative of the China Scholarship Council (CSC) designed to cultivate a new generation of global governance leaders. It seeks to train outstanding young professionals with international vision, leadership capacity, and a multicultural background.
Under this program, the CSC offers full scholarships for talented candidates to pursue English-taught Master’s degree programs in leading Chinese universities.

4. Program Structure and Duration:
- Standard programs last 12 months.
- Some universities offer a “1+1 model”, in which:
- Students complete one academic year of coursework and research in China.
- They then return to their home countries to complete dissertation work while applying their studies in real-world contexts.
- Upon successful dissertation defense in China, students are awarded the degree.
5. Scholarship Coverage: Full scholarship including tuition, living allowance, accommodation, and health insurance.
III. Eligibility Requirements
Applicants must:
- Be a non-Chinese citizen, under 45 years old, in good health (mentally and physically).
- Hold a Bachelor’s degree or higher and have at least three years of work experience. Preference is given to those with professional experience related to their chosen field.
- Fall under one of the following categories:
- Government official at division-chief level (or equivalent) or above;
- Senior manager of an enterprise or institution;
- University or research institute administrator;
- Professional with work or internship experience in an international organization.
- Present a valid pre-admission letter from a participating university. The letter must include the applicant’s personal details, admission date, and major information. It should not indicate receipt or promise of any Chinese Government Scholarship.
IV. Application Process
1. Online Application
- Visit the Chinese Government Scholarship System: https://studyinchina.csc.edu.cn/#/login.
- Choose Scholarship Type: Type A.
- Enter Agency Number: 1563 (Youth of Excellence Scheme of China).
- Upload all required documents and submit before 23:59 (GMT+8), March 31, 2026.
- Applicants must already hold a pre-admission letter from a participating subprogram when applying.
2. Review Process
- Applications are submitted directly to the CSC.
- CSC conducts a preliminary eligibility check followed by an expert review.
- Final results are determined after evaluation by the expert panel.
V. Selection and Enrollment
- Preliminary Review: CSC examines submitted documents for completeness and eligibility.
- Expert Evaluation: Qualified applications are assessed by a panel of academic experts.
- Final Decision: Admission results are announced by CSC after expert review.
